Can a scar be genetic?

I was discussing it awhile ago, and even though basically anything in comic world is possible, I was wondering if in real life it could actually happen.

What if the scar effected the DNA in the skin cell? Or the cell pigment [I'm not too good with all these scientific words]

Well, I guess that would be a skin disorder or something.

[gosh I sound retarded..]

But anywho, just wondering.
